The Novato City Council is composed of five members who are elected by-district and serve for staggered terms of four years. Every December, the City Council chooses a Mayor and a Mayor Pro Tem by majority vote who serve for terms of one year.

In 2019, the City of Novato changed the way the City Councilmembers are elected with the adoption of Ordinance 1650 establishing five council districts. Under the district-based election system, Councilmembers are required to live within the boundaries of the district that they represent and are elected only by the registered voters of that district. All five Councilmembers continue to participate and vote on citywide matters regardless of their district.

City Councilmembers are elected during the General Municipal Election held in November of even-numbered years.
